At a time when many French people are struggling to find housing, and when, in the Île de France region alone, 4.8 million square metres of office space stand vacant, in early March 2024, the Assemblée Nationale unanimously approved a proposed new law to facilitate the transformation of offices into housing. The law introduces a “reversible construction permit”, which allows the initially proposed site of an office or residential building to be changed without new planning permission. Assembly members also approved a financial support scheme for local authorities, which authorises mayors to levy development taxes on operations to transform offices into housing. The aim is to encourage elected officials to create housing in their regions.
